The City is in search of an experienced purchasing professional. The ideal candidate will be detail oriented and organized with strong analytical and communication skills, and adept at managing multiple projects and deadlines at once. This position may be hired at the Analyst I, II, or Senior level depending upon qualifications and experience. The position is in the Finance Department, Procurement & Contracts Division and will provide service to and work closely with representatives from all city departments and current and potential vendors. This is a new position which will report to the Purchasing Manager and will be responsible for reviewing procurement documentation for completeness and compliance with regulations, policies and procedures; assisting with and developing complex solicitations (RFPs, RFQs, IFBs); drafting, reviewing and routing contracts via DocuSign; opening and reviewing purchase orders in the City financial system; tracking contracts; maintaining records related to procurement & contracting; providing assistance to departments in the areas of procurement and contracting; providing training related to procurement & contracting; and collaborating with departments and dedicated teams on process improvement, policies and procedures related to the procurement and contracting function.

Minimum of two (2) full-time years of increasingly responsible experience in procurement and contracting. Preference given to those candidates who possess a Certified Professional Public Buyer (CPPB), Certified Public Procurement Officer (CPPO) or similar certification with experience in a governmental setting. Experience with complex procurements (RFPs, RFQs, IFBs), drafting contracts, preparing Purchase Orders, and maintaining organized records as well as experience with Public Works projects, construction projects, and Public Contracting Code is highly desired. Ideally, the successful candidate will be familiar with the Federal Acquisition Regulations, 2 CFR 200 – Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards and will have experience with the administration of State of California grants and/or knowledge of Caltrans Local Assistance Procedures Manual. The successful candidate will be an exceptional communicator and relationship builder who is flexible and detail oriented with strong analytical skills.

Minimum qualifications & Requirements

EDUCATION AND EXPERIENCE: Any combination of training and experience which would provide the required knowledge and skill. A typical way to obtain the required knowledge and skill would be:

Administrative Analyst I
Education: Sixty (60) college semester units.

Experience: Two (2) years of full-time experience in a private or public agency in the area of general administration, program promotion, or high level clerical. An additional two (2) years of experience as described above may be substituted for each thirty (30) units of the educational requirement. A Bachelor’s Degree may be substituted for the entire experience requirement.

Administrative Analyst II
Education: A Bachelor’s degree from an accredited college or university with major coursework in public administration, business administration or related field.

Experience: Four (4) years of full time increasingly responsible administrative and analytical experience in a private or public agency. An additional two (2) years of experience equivalent to that of an Administrative Analyst I may be substituted for each sixty (60) units of the educational requirement.

Senior Analyst
Education: A Bachelor’s degree from an accredited college or university with major coursework in public administration, business administration or related field.

Experience: Six (6) years of full time increasingly responsible administrative and analytical experience in a private or public agency. A graduate degree may be substituted for two (2) years of the required experience.
