THE POSITION

The successful candidate will be responsible for managing and directing the activities of the City’s Planning and Building Department, including current planning, advance planning, design review, environmental planning, zoning, plan review, permit issuance, building and construction inspection, code enforcement, and related activities and services. Responsibilities include being responsive to a highly involved and educated community that holds the City organization to a high standard of service and accountability. Design review and permitting of renovation projects large and small (requiring administrative approval or action by the Planning Commission) requires a significant amount of the Director’s time. With limited support staff, the Director of Planning and Building meets with applicants, makes site visits, reviews plans and specifications, evaluates neighborhood and community impacts, writes comprehensive staff reports, and presents well-reasoned recommendations to the Planning Commission. Depending on the size and type of project, design review approvals are handled at either the administrative level or by the seven-member Planning Commission which holds hearings on a monthly basis. The City of Belvedere is 99.9% residential and completely built out.

QUALIFICATIONS
Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education: A bachelor’s degree from an accredited college or university with major course work in regional planning, urban planning, environmental planning, architecture, public administration, business administration, geography, or a related field. A master’s degree in planning or a related field is desirable.
Experience: Six (6) years of progressively responsible experience in professional urban or regional planning in a local government setting, including two (2) years performing in an administrative and/or management/supervisory capacity.
Certificates, Licenses, Registrations:
Possession of, or the ability to obtain, a valid California Driver’s License and a satisfactory driving record.
Possession of current certification by the American Institute of Certified Planners (AICP) is desirable.
