The City of Long Beach, California, seeks its first Human Resources Manager – Business Systems Partner (Manager) to oversee the newly formed Systems Management Bureau within the Human Resources (HR) Department. This Bureau is responsible for working closely with the Technology & Innovation Department (TID) to initiate and implement new technologies to deliver high quality HR services in a more efficient manner. This highly motivated, creative leader will initially oversee an approximate budget of $793K and four highly talented staff with the expectation that this Division can grow to up to nine staff. The successful candidate will have a strong background in IT systems implementation and maintenance, ideally with a working knowledge of Human Capital Management (HCM). The Manager will be a strategic leader capable of finding creative solutions to complex problems. A successful candidate for this position will be highly collaborative with a customer service and flexible mindset and is comfortable engaging with stakeholders to suggest a variety of technological solutions and ideas. THE JOB
The Human Resources Manager – Business Systems Partner (Manager) will oversee the newly formed Division within the HR Department. While reporting to the Director of Human Resources, this leader will strategize and implement new technology solutions for the Department, ensuring that it provides efficient and high-quality support for City staff. They will oversee the Department’s use of technology platforms and data analytics, while serving as the Department liaison to the Technology & Innovation Department (TID). In this position, the Manager will maintain and lead new Human Capital Management (HCM) initiatives on behalf of the HR department for standalone systems, analyze the HR Department’s information technology needs, and manage all technology improvements from cradle to grave. They will lead with a scrappy mindset, using strategic planning to fund requests and leverage existing resources. Additionally, they will partner with TID to create a technology vision and roadmap for the HR Department.

THE IDEAL CANDIDATE
The ideal candidate is not expected to have worked directly within an HR Department but must have a strong technical background in public sector, ideally with knowledge of HR systems. They will be eager to lead a team and collaborate with other City leaders and managers and will work to continually maintain and advance IT infrastructure, equipment, applications, and security in the Department. The successful candidate will have the ability to consult with other staff to determine their needs and work closely with their own team to develop staff’s skillsets. While overseeing staff and delegating responsibilities, they will also be a hands-on working manager who demonstrates a high level of motivation and proficiency in IT project management principles. They will serve as a respectable representative of the Department while working with employees, vendors, outside agencies, contractors and consultants, and the public. Someone with the ability to balance personnel management with the technological functions required will excel in this role.

MINIMUM QUALIFICATIONS

  • Five or more years of professional-level experience in business operations and/or IT program/system administration with a focus on technology implementation, systems analysis, and development, and/or project management related to HR systems.
  • Three (3) years of administrative and/or lead supervisory experience.
  • Graduation from an accredited college or university with a bachelor’s degree from an accredited college or university with major course work in computer science, business information systems, or a related field.

Desired:

  • A master’s degree from an accredited college or university with major course work in computer science, business information systems, or a related field.
  • Experience in utilizing HCM systems such as UKG, Tesseract, Workday, PeopleSoft, NEOGOV, or other systems.
  • Professional-level experience in business operations and/or IT program/system administration within a Human Resource department is highly desirable.
  • Possession of a Human Resources (IPMA-HR) Certification, Professional in Human Resources (PHR) certification, and/or a SHRM certification.

Substitutions:

  • Additional experience can substitute for education on a year-for-year basis.
