Under general direction, performs advanced professional field and office engineering work in connection with the design, construction and coordination of Public Works projects; supervises engineering staff; and does related other work as required.

This is the advanced, registered level in the engineering series. An employee in this class supervises and performs very difficult and responsible engineering work in a variety of areas which include, but are not limited to transportation, drainage, water resources and supply, waste water, and solid and hazardous waste management. Assignments usually involve difficult and complex engineering projects and may require project coordination as well as supervision of engineering, paraprofessional and/or technical employees.

MINIMUM QUALIFICATIONS

Experience: Two years as an Engineer III or equivalent. Six years of civil engineering experience, with two years at management level.

Education: Bachelor’s Degree in Civil Engineering from an accredited college or university.

Certificate: Possession of a valid certificate of registration as a Civil Engineer as issued by the California Board of Registration for Professional Engineers and Land Surveyors.

License: Possession of a valid California driver’s license.

Knowledge of: Advanced principles and practices of engineering; methods and materials used in planning, design, construction and maintenance of varied projects including road, bridge, transportation, water, wastewater, drainage, solid and hazardous waste disposal; principles of supervision, program planning and budgeting.

Ability to: Independently apply required engineering knowledge in varied work assignments; resolve technical problems of considerable difficulty; assign, train, supervise and evaluate professional, paraprofessional and technical engineering personnel and their work; learn and utilize a wide variety of computer applications and apply to assigned projects; establish and maintain effective working relations with others; express oneself clearly and concisely, both orally and in writing; prepare long-range programs and budgets.

Physical and Mental Requirements: Mobility–Frequent operation of keyboards, sitting for extended periods, standing for long periods, walking, pushing/pulling, bending, squatting, driving, climbing stairs or other objects; occasional crawling; Lifting–-frequently 5 – 30 pounds or less; occasionally 30 – 70 pounds; occasionally restraining, lifting/turning heavy objects; Vision–-Good vision; frequent reading and close-up work; normal hand and eye coordination; Dexterity –normal dexterity with frequent writing and repetitive motion; Hearing/Talking – Frequent hearing and talking on the telephone and in person; Emotional/psychological – Frequent public contact and decision making; frequent concentration required; Special conditions – may be exposed to dust and varied outdoor conditions; may require occasional overtime, weekend or evening work.
