The ideal candidate is a strategic thinker and hands-on leader who can balance multiple priorities, adapt to changing operational demands, and implement innovative solutions to improve service delivery. You will be expected to analyze data, identify trends, and make informed decisions that enhance operational efficiency and long-term infrastructure sustainability. Public Works Operations programs are also supported by engineering and administrative staff within the Public Works Department.
This position is responsible for supporting the planning, direction, coordination, and resources within various streets maintenance programs in the Public Works Department including roadway maintenance and repair, paving, concrete, downtown maintenance, and signs and striping activities.
In addition to project management through the supervision and support of assigned staff, you will be responsible for overseeing an annual budget of approximately $14 million, ensuring the effective allocation and stewardship of resources. You will monitor expenditures, identify cost efficiencies, and align financial planning with operational priorities and long-term infrastructure needs.
You will also utilize the City’s asset management system to track, monitor, and manage service requests, work orders, and preventative maintenance activities. This includes ensuring data accuracy, leveraging system insights to inform decision-making, and continuously improving workflows to enhance service delivery, accountability, and operational efficiency.
Good coordination and communication of work with other Public Works divisions, Parks and Recreation, Utilities, internal customers, city projects, special projects, work units, and outside agencies and utilities are critical. Success in this role depends on your ability to foster strong working relationships, proactively share information, and ensure that projects and daily operations are aligned across departments and stakeholders. You will serve as a key point of contact, helping to resolve issues efficiently, minimize service disruptions, and maintain a high level of responsiveness to community needs.
A strong commitment to safety, regulatory compliance, and continuous improvement is essential. You will champion best practices in workplace safety, ensure adherence to applicable standards and policies, and promote a culture of accountability and excellence among staff. Additionally, your leadership will play a key role in mentoring supervisors, developing talent within the division, and building a cohesive, high-performing team dedicated to serving the Napa community.

Vacation – New employees can accrue up to 120 hours annually.
Prior Years of Service – Full-time service in a City, County, State, Federal Agency, or Special District may be counted towards vacation accrual tiers at the City of Napa.
Paid Holidays – 15 paid days per year.
Extra Paid Time Off – 104 hours (13 days) of Management Leave per year.
Sick Leave- Employees can accrue up to 96 hours annually.
Dental and Medical Insurance Plans – The City provides significant contributions to dental and medical plans.
Retirement – The City participates in the CalPERS retirement pension system.
