The City of Pleasanton is seeking a Construction Services Manager to lead its Construction Services Division within the Public Works Department. This role involves planning, organizing, and overseeing the inspection of public and private construction projects such as water mains, sewer mains, streets, and reservoirs. The manager will develop and implement goals and policies, ensure compliance with construction contracts, and coordinate projects with contractors and engineers. Additional responsibilities include supervising staff, representing the division in the community, and providing technical assistance. The ideal candidate will have experience in construction inspection and demonstrate strong leadership and communication skills, with the ability to develop work plans, and analyze and solve construction-related problems.

Typical Duties:
Develop and implement divisional goals, objectives, policies and procedures.
Plan, organize and direct Construction Services division activities including the inspection of private and public improvement projects involving water mains, sanitary sewer mains, streets and reservoirs.
Direct, oversee and participate in the development of the Construction Services division work plan; assign work activities, projects, and programs; monitor workflow; review and evaluate work products, methods and procedures.
Interpret and enforce construction contract requirements, identify field construction problems, and recommend appropriate action; review progress payments and change orders as approved by engineering.
Assume on-site responsibility for coordination of specialized private and public improvement projects as assigned; meet with contractors and/or engineers to assist in coordinating construction work.
Represent the division and department to outside agencies and organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary.

Minimum Qualifications:
Education:
Equivalent to a bachelor’s degree from an accredited college or university with major course work in Engineering, Architecture, Construction Manager or another field of study applicable to the responsibilities and requirements of this job class. Additional years of related work experience can substitute for the degree on a year-for year basis.

Experience:
Five years of progressively responsible experience in construction inspection, including two years of supervisory responsibility.

Special Requirements:
Possession at the time of hire and continued maintenance of a valid California Class C driver’s license is required.

Knowledge of:
Principles and practices for the construction of parks, streets, storm drains, sanitary sewers, water lines, curbs, gutter, sidewalks as related to private and public improvements.
Traffic control standards.
Construction schedule development and analysis.
Contract change orders and progress payments procedures.
Principles and practices of leadership, motivation, team building and conflict resolution.
Pertinent local, State and Federal rules, regulations and laws.
Principles and practices of organizational analysis and management.
Budgeting procedures and techniques.
Principles and practices of supervision, training and personnel management.
Modern office practices, methods, and computer equipment including relevant software programs.
Oral and written communication skills; business English including vocabulary, spelling, and correct grammatical usage and punctuation.
Safe work practices.
Principles and practices of excellent customer service.

Skill to:
Read, evaluate, and interpret complex construction drawings, technical reports and contracts.
Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
Gain cooperation through discussion and persuasion.
Read, write and comprehend the English language at a level necessary for effective job performance exercising correct English usage, vocabulary, spelling, grammar and punctuation.
Communicate effectively, tactfully and positively in both oral and written form.
Operate and use modern office equipment and technology, including computers and applicable software.
Maintain regular attendance and adhere to prescribed work schedule to conduct job responsibilities.
Utilize appropriate safety procedures and practices for assigned duties.
Establish and maintain effective working relationships with those contacted in the course of work.
Contribute effectively to the accomplishments of City goals, objectives and activities.

Ability to:
Organize and direct Construction Services division operations, ensuring compliance with City policies and procedures, local, state and federal laws and regulations.
On a continuous basis know and understand requirements and all essential aspects of the job; access, review, analyze and interpret a wide variety of reports, technical data and budget documents; know and understand laws, regulations, rules and codes related to area of assignment; observe performance and review and evaluate staff; problem solve department related issues; remember various processes and requirements; and interpret and communicate policy, information and instructions.
On a continuous basis, remain stationary at desk and in meetings for long periods of time; intermittently move, traverse and position self around job site while performing work activities and performing inspection activities and to reach needed items; remain in stationary position at a desk or while driving vehicle; access equipment surrounding desk; activate, use and operate a computer and other office equipment; use telephone; communicate through written means; and move or transport weight of 25 pounds or less.
Interpret and apply City and department policies, procedures, rules and regulations.
Supervise, train and evaluate personnel.
