The Management Analyst II will reside in the Public Works Department, Operations & Maintenance Division, and will assist with a variety of community environmental programs and projects including solid waste administration, grant administration, preparation and application of special funds, and special projects including long-range planning, metrics reporting and analysis, and preparation of written reports and presentations. Solid waste administration includes management of the City’s solid waste, recycling and street sweeping programs including administration of solid waste collection contracts, implementation of public education and outreach efforts, and helping businesses and multi-family properties to comply with State law.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

The Management Analyst II performs all duties listed under the Management Analyst I position, in addition to:

  • Prepare and present staff reports and presentations at various City Council, commission/board, and other governmental meetings; draft City Council documents; serve on various committees and task forces.
  • Provide or coordinate staff training; and work with employees to improve performance.
  • Evaluate, develop and recommend policy, procedure, and/or system modifications or alternative solutions for problem areas including cost and effect on related systems and operations.

This position is assigned to the Public Works Department – Operations and Maintenance Division. Duties include, but are not limited to the following:

  • Track and process payments related to Measure A, franchise fees, permit fees, and impact fees; process billing for other agencies; monitor the status of grants, contracts, capital improvement projects, impact fees, and various fund revenues/expenditures; assist with fiscal year-end budget close-out and quarterly reporting; close expired grants and contracts; track impact fee credits and fund balances.
  • Prepare and assist with audit research and audit reporting.
  • Develop tracking and reporting metrics, track metrics and messaging dashboard.
  • Support solid waste program review, reporting, and audits.
  • Assist with documenting policies and procedures.
  • Assist in developing and publishing the annual informal bidders list.
  • Perform other related duties as assigned.

EMPLOYMENT STANDARDS & MINIMUM QUALIFICATIONS:

Any combination of education and experience that will provide the ability to perform the work and provide the performance results as stated in the Job Description. A typical way of gaining the experience and education would be:

Education:

  • Bachelor’s degree from an accredited 4-year college or university with major coursework in public and business administration, economics, finance, or closely related field. A Master’s degree is desirable.

Experience: 

  • Two (2) years of responsible professional level experience preforming duties similar to that of a Management Analyst I with the City of Rancho Cordova.
  • Must have advanced level skills in MS Word, Excel, Outlook and PowerPoint.
