About the Water Resources Division

ESD’s Water Resources Division brings together engineers, operations and maintenance, technical, and program staff to supply clean water to over 100,000 customers and recycled water to more than 850 customers; in addition, we lead conservation efforts to preserve our region’s precious drinking water supply. You can contribute to the local community by joining us in meaningful and important work focusing on water supply, resource sustainability, customer outreach, and infrastructure reliability. We are a small, but fun, division of ESD located in South San José.

The Water Resources Division is comprised of three sections: Potable Water Supply and Engineering (Municipal Water System), Water Recycling (South Bay Water Recycling), and Operations and Maintenance.

Salary Information:

Water Systems Assistant Operator I annual salary range is $66,310.400 – $80,766.40

Water Systems Assistant Operator II annual salary range is $71,302.40 – $86,881.60

The actual salary shall be determined by the final candidate’s qualifications and experience

The Water Resources Division is looking to fill one (1) position in its Operations and Maintenance section.  The position performs day-to-day field operations of potable and recycled water systems in a training capacity. Duties include water meter reading, water sampling, maintaining group pump stations and reservoirs, and testing and replacement of water meters and valves in accordance with the regulations of the California State Water Resources Control Board (SWRCB) or successor agency. Performs other duties as assigned

Incumbents in this class are in a training capacity and must satisfy certification and on-the-job training requirements. Depending on the workgroup, assignments will be made to any shift needed for an around-the-clock operation. Incumbents must also be available for work on Saturdays, Sundays, and Holidays. Water Systems Assistant Operator II may work standby duty as needed.

The incumbents in these classifications may be required to comply with the Municipal Water Systems Standby Policy which includes responding to system emergencies within 45 minutes upon notification

Typical duties include but not limited to the following:

Turning water services on and off at the customer’s premises.

Maintain water systems property and equipment by painting and replacing meter box lids, trimming foliage, and clipping plants and bushes.

Reading water consumption figures from residential and commercial water meters and entering the readings into hand-held computer data recorders; and download meter information from hand-held recorders to computers.

Learning to test meters for proper operation and reporting any malfunctioning meters.

Work closely with Water Systems Operators and Water Systems Operations Forepersons to learn various aspects of operations and maintenance of the water systems equipment.

Report leaks in the water systems equipment, including hydrants, meters, and pipes.

Respond to customer inquiries regarding readings and rates.

Participate in tailgate safety meetings and on-the-job, classroom, and computer-based training.

Assist with route map design and revisions.

Qualifications

Water Systems Assistant Operator I

Education: Successful completion of high school, General Education Development (G.E.D.) Certificate, or California Proficiency Certificate.

Experience: None

Licensing/Certifications:

Possession of a valid driver’s license authorizing operation of a motor vehicle in California.
Possess and maintain valid California State Water Resources Control Board Operator (SWRCB) Distribution Operator Grade 1 certification is required within one (1) year of appointment.

Water Systems Assistant Operator II

Education: Successful completion of high school, General Education Development (G.E.D.) Certificate, or California Proficiency Certificate.

Experience: One (1) year of experience as a Water Systems Assistant Operator I with the City of San José.

Licensing/Certifications:

Possession of a valid driver’s license authorizing operation of a motor vehicle in California.
Possess and maintain valid California State Water Resources Control Board Operator (SWRCB) Distribution Operator Grade 1 certification.
Possess and maintain valid California State Water Resources Control Board Operator (SWRCB) Treatment Operator Grade 1 certification within one (1) year of appointment.
Physical requirements:

Duties for these classifications require a heavy level of physical exertion. Incumbents work with large industrial equipment and machinery, in confined spaces, outdoors, and around hazardous materials. Incumbents may be required to utilize self-contained breathing apparatus (SCBA) equipment, which requires the ability to pass an annual fit and spirometry test.
