Human Services Director

The City of San Leandro seeks a creative and talented professional with relevant leadership experience to serve as the Human Services Director. As a Department head appointed by the City Manager, this position serves as the lead of the recently created Human Services Department, and is responsible for directing all aspects and functions of the Department. Such activities include oversight of department-wide operations, along with responsibility for the coordination, integration, and implementation of all departmental programs and functions with a focus on delivering services to the most vulnerable populations of the community. Examples of stakeholders and beneficiaries of such services include community youth, survivors of domestic violence, seniors, the unhoused, or those in need of food, housing, or paratransit services.

The Director should be passionate about the human services field and have a proven track record of creating successful, contemporary programs that have the capacity to meet the dynamic and emerging needs of the community. They should also be an effective leader who utilizes a strategic approach and who understands how to implement innovative approaches to address challenging social policy issues. The ideal candidate will exhibit cultural competence and the ability to embrace the diversity of the San Leandro community with a vision for providing equitable services. The selected candidate also will need to be a visible leader who understands how to build relationships with community partners and internal staff. As the leader of a Department with a relatively lean staffing complement (8.47 budgeted FTEs), the Director also will need to develop, leverage, or sustain partnerships and/or collaborative initiatives with non-profit, philanthropic, or business community partners to advance social service delivery systems.

An effective communicator and collaborator who demonstrates the importance of leading with their team will be critical to the success of the chosen candidate. The ideal candidate will further possess strong political acumen and demonstrate their experience working with elected and appointed public officials as well as community leaders and stakeholders. Candidates with prior experience leading or managing a public or community-based social services organization or department with a focus on delivering services to vulnerable populations and the community are particularly desirable.

Education and Experience Guidelines:  Any combination equivalent to experience and education that would most likely provide the required knowledge and abilities would be qualifying.  A typical way to obtain the knowledge and abilities would be six years of increasingly responsible experience administering comprehensive human, social, and/or community programs, including four (4) years in a management capacity and a bachelor’s degree from an accredited college or university in social work, sociology, public administration or a related field.

Salary Range:  $16,487 – $20,040/monthly
