The City of Santa Cruz is seeking a Human Resources Analyst I/II for the Employee and Labor Relations division. Our mission is to attract, support, and grow a thriving, diverse workforce that delivers exceptional City services, and as a Human Resources Analyst, you will play a key role in advancing this mission by supporting strategic HR initiatives. The ideal candidate will possess strong analytical skills for contract negotiation research and preparation, a proactive and strategic approach to labor relations and policy development, precise cost analysis capabilities for negotiation proposals, collaborative communication that enhances team productivity, systematic documentation of employee and labor relations processes, and an innovative, forward-thinking approach to resolving labor disputes.

Minimum qualifications: Human Resources Analyst I: Bachelor’s degree in Human Resources, Business, Public Administration, or a related field and either two (2) years of professional analytical experience in HR, budgeting, management analysis, planning, program evaluation, or policy analysis) or one (1) year of para-professional HR experience performing complex technical and administrative work; additional qualifying experience (two years or one year, respectively) may substitute for the degree. Human Resources Analyst II: Bachelor’s degree in a related field and either three (3) years of professional, public-sector HR analytical experience or one (1) year of experience equivalent to an HR Analyst I; one (1) additional year of qualifying experience may substitute for the degree. Public sector human resources experience is highly desirable.
