Housing and Community Services Technicians perform a variety of technical tasks in support of housing and community services; provide information and customer service to participants, applicants, and the community; collect and monitor data, and provide technical assistance to professional staff.
There is one current opening in Homeless Services. The eligible candidate list resulting from this recruitment may be used to fill future openings in Housing & Community Services Department, or the Code Enforcement Division of the Planning & Economic Development Department. Homeless Services Division
This Division works with community partners to provide services to persons experiencing homelessness and to reduce the impacts of homelessness on the community in alignment with the City’s Homelessness Solutions Strategy. The City invests approximately $5 million annually in wide range of services, including emergency shelter, street outreach, encampment resolution, supportive services, and housing assistance. The Homeless Services Division and its programs are a key component of the City’s goal of attaining functional zero homelessness.
Housing Choice Voucher Division
The Housing Choice Voucher Program provides rental assistance to extremely- and very-low income residents through federal funds from the Department of Housing and Urban Development (HUD). Over 2,000 residents, including seniors, persons with disabilities, families, and veterans receive this assistance. It is the City’s largest housing program, bringing over $1.7M in monthly rental payments to Santa Rosa landlords and is a key component of the City’s Housing for All initiative. Specific programs include the Family Self-Sufficiency Program, Project-Based Vouchers and HUD-Veteran’s Affairs Supportive Housing (VASH).
The Housing and Community Services Department
The Housing & Community Services Department strives to build community and improve the quality of life for all Santa Rosa residents. Key programs include the Housing Choice Voucher Program, Housing Trust, and Homeless Services. The Department is a major contributor to the City Council’s tops goals of meeting our community’s housing needs and attaining functional zero homelessness. Through partnerships with regional, state and federal agencies, affordable housing developers, community groups, and non-profit organizations, the Department strives to serve all Santa Rosa residents.
What We’re Looking For

They thrive on managing multiple tasks and working flexibly and collaboratively with a broad range of contacts including program participants, landlords, community advocates, and other government agencies and City partners. They will have exceptional interpersonal skills, including the ability to communicate effectively verbally and in writing, and the knowledge and technical abilities necessary to maintain a client caseload with a high degree of accuracy. Team orientation, problem-solving, good judgement, and dependability are key attributes for success in this position. Experience working directly in housing programs and the ability to speak Spanish are highly desirable.

Examples of Duties and Responsibilities
The following duties are considered essential for this job classification:Perform a variety of housing tasks including assistance to internal and external customers;
understand, interpret and apply local, state and federal housing laws, rules and regulations;
solicit and review housing assistance applications;
conduct surveys and perform research to track and report economic and housing data, discuss and explain procedures and objectives of programs with prospective applicants and program participants;
determine and re-examine eligibility for housing programs by verifying information submitted by program participants and applicants;
prepare paperwork and establish files for various projects;
assist in the preparation and administration of Requests for Qualifications and Requests for Proposals for public and private development and professional or technical services;
provide technical assistance to professional staff in the management of public improvement and/or private development projects from conception through completion of construction;
establish and maintain pertinent files and records;
calculate and process payments including review of eligibility and budget availability;
report, monitor and reconcile payments and reports;
develop control and reporting procedures to monitor and evaluate program performance;
compile and present information to policy making bodies and other boards;
communicate and coordinate activities with other city departments and outside agencies including the media; and
conduct marketing activities related to the City’s housing programs.
In addition to the duties listed in the Essential Duties Section, each employee in this classification may perform the following duties. Any single position may not be assigned to all duties listed below, nor do the examples cover all the duties which may be assigned.
Prepare, modify and monitor various documents used in various departmental programs;
conduct GIS research;
provide assistance with loan portfolio records, loan compliance requirements, loan document and portfolio preparation;
maintain close contact with housing program participants to investigate, handle and resolve complaints and problems, and to provide assistance in obtaining needed services;
provide referrals to supportive services for special programs;
monitor compliance with program requirements and appropriate documents;
monitor contract compliance and program eligibility for a variety of housing programs;
evaluate residential complexes to determine whether maintenance is adequate;
represent Housing programs in contacts with program participants, community groups, businesses and outside agencies;
provide technical assistance to develop grant applications and assist with economic development and housing activities;
conduct habitability inspections on rental properties; and
perform related duties as assigned.
Knowledge of: Principles and practices of economic development and/or housing program administration; principles and practices of interviewing and application screening; community resources related to social service; basic methods, principles and procedures related to record keeping and real estate; methods and techniques applied to mathematics and financial functions; workload management techniques; modern office practices and equipment; and spread sheet programs such as Microsoft Access and Excel.
Ability to: Learn and apply federal, state and local laws, rules and regulations relating to the provision of a variety of redevelopment, economic development and housing programs to interpret, explain and apply them; advise and assist program participants in obtaining departmental services; communicate clearly and concisely, orally and in writing, face to face and by telephone; give instructions, respond to questions and provide referrals to appropriate social service agencies; coordinate several projects/processes at a time; establish and maintain a variety of records, reports and files; maintain and reconcile financial transaction records, work within time constraints and meet deadlines; interact tactfully and effectively with program participants, occasionally in situations where relations may be strained; type adequately to perform duties of the position; establish and maintain cooperative working relationships with co-workers, clients, landlords, industry professionals, and the public.
Experience and Education: Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be: Experience – Sufficient experience which demonstrates possession of the knowledge and abilities listed above. Examples of experience may include performing eligibility work in a social service setting, working with real estate programs, preparing title reports, performing compliance activities and data collecting. Experience directly related to any housing or economic development program is highly desirable. Education – Equivalent to the completion of the twelfth grade. Completion of college levels courses in economics, community development, real estate, planning, human services or a related field is preferred and possession of an AA/AS degree in a related field is highly desirable. The ability to speak and write Spanish or other languages used by various segments of the City’s population is desirable.
License or Certificate: This classification may requires the use of a personal or City vehicle while conducting City business. In order to drive, individuals must be physically capable of operating the vehicles safely and must possess a valid, Class C, California driver’s license OR be able to demonstrate the ability to travel on scheduled or unscheduled visits to various locations in the City which may or may not be reachable by public transportation.
Incumbents in this classification perform most of the work in an office setting and when completing paperwork, are required to sit for extended periods at a computer terminal with the ability to move/change positions at will. Incumbents commonly enter data at computer terminals and operate standard office equipment, including a computer, requiring continuous or repetitive arm/hand movements. Incumbents may also be required to lift and carry stacks of paper or files weighting up to 20 pounds over distances 20 feet or less. Incumbents are required to communicate orally with customers, clients or the public in a face-to-face one-on-one setting, and via the telephone. One or more single positions in this class may require occasional evening or weekend work. Some positions in this class may be assigned field work involving habitability inspections. Incumbents assigned to habitability inspection duties may occasionally walk for extended periods of time without the ability to sit or rest at will, and climb and descend flights of stairs. During inspections, incumbents observe, compare and/or monitor field conditions to determine compliance with prescribed health and safety standards; they sometimes walk over rough, uneven or rocky surfaces to gain access to a housing unit. Incumbents may work in a variety of weather conditions with some exposure to the elements.
