The Construction Inspection Manager supervises the activities of the Inspection Services Section within the Construction and Facilities Development Division of the Capital Projects Department, which performs construction surveys, technical field- data collection, plan and specification review for constructability and inspects utility, Capital Improvement, subdivision, encroachment permits and other development projects.  The Construction Inspection Manager is an “at-will” position that is appointed by and sits at the pleasure of the City Manager.

Receives general direction from the Construction and Facilities Development Manager.  Exercises direct supervision over assigned staff.

This is a single, management level position. The incumbent reports to Construction and Facilities Development Manager and has responsibility for providing daily supervision to assigned staff.

Oversees inspection of utility, Capital Improvement, subdivision, encroachment permits and other development projects
Oversees storm water quality inspections, construction surveys and data collection.
Plans, schedules, coordinates and monitors the work of internal staff and contractors.
Supervises, coaches, and evaluates assigned staff.
Trains personnel to ensure adequate knowledge in relevant laws, ordinances, standards, plans and specifications.
Reviews engineering plans, and specifications.
Ensures compliance with contract requirements and provides construction close-out punch lists and as-built documentation.
Coordinates with utility companies and ensures support and completion of work within allotted time frames.
Manages project budgets and expenses.
Interprets City and department policy regarding project design, construction and operations.
Provides department, division, or section information to the public and other governmental agencies, in person or through other forms of communication.
Attends community meetings to respond to public questions, concerns, and complaints.
Maintains accurate records and files.
Makes council, commission and public presentations.
Ensures environmental compliance during construction.
Develops requests for proposals, grant applications, and professional services agreements, construction documents and invitations to bid.
Reviews and responds to submittals, RFIs, and other construction correspondence.
Monitors monthly progress payment applications or invoices.
Monitors and inspects the work of various contractors and vendors to evaluate work progress, resolves work problems and determines additional needs.
Confers with city staff and other officials on the administrative needs and requirements related to assigned projects and mediates conflicts, if needed.
Coordinates activities with other departments and divisions as appropriate.
Prepares documentation and reports in accordance with city standard construction management and inspection procedures.
Assists in addressing construction related complaints and issues.
Proposes, develops, and implements policies and procedures to improve coordination of Inspection Services projects with other City departments, and contractors.
Prepares necessary reports, forms and documents required by relevant local, federal, state and various funding agencies, guidelines and regulations, and collects and interprets supporting information and data and maintains proper documentation and recordkeeping systems.
Ensures Title VI and other labor compliance requirements.
Assists on the audits of field performance of construction to confirm accuracy of inspection and conformance with contract provisions, plans, specifications, sound construction practices, and appropriate regulations and rules relative to construction projects dedicated to the public.
