This is the entry level in the Code Compliance Specialist series. Initially under close supervision, incumbents learn County code compliance practices and perform the more routine and standardized tasks associated with code compliance. Incumbents will be responsible for field inspections, investigations, and enforcement of state and municipal codes related to the County’s zoning, building, environmental health regulations, and environmental protection policies and best practices. Additionally, the incumbent will be responsible for writing complaint and inspection reports, preparing written responses to property owners and community members, and presenting routine compliance cases before an administrative law judge. Any combination of education and experience that would provide the knowledge and skills listed in the class specification. Typically, a high school diploma or the equivalent, excellent communication abilities both verbally and in writing, and organizational skills.
Our Highly Qualified Candidate: Our highly qualified candidate can quickly learn and apply Department processes and procedures related to code compliance functions. They have the ability to write accurate, concise and persuasive reports, clearly explain complex rules and codes in person and in writing and can exercise tact when dealing with people in tense or strained situations. The highly qualified candidate also has some knowledge of real estate development, commercial or residential site inspections and/or legal proceedings, in addition to work experience or education with an emphasis on environmental protection.
Special requirements: Must successfully complete POST 832 Powers of Arrest within one year of the date of employment. This job class requires travel between various County and business-related locations. Employees who drive on County business to carry out job-related duties must possess a valid California driver’s license for the class of vehicle driven and meet automobile insurability requirements of the County, including review of a recent DMV history. If a driver’s license is required, at the time of the selection interview by the appointing authority, applicants will have to furnish a recent DMV driving record.

Testing and Eligible List: Testing and eligible list: The first 50 candidates meeting minimum qualifications will continue to the next step in the recruitment. Depending on the number of qualified applications received, the examination process may also consist of a written examination, highly qualified review, supplemental application screening, assessment, oral examination, or any combination to determine which candidates’ names will be placed on the eligible list.
The eligible list established from this recruitment will be used to fill the current vacancies and any future vacancies for open, fixed-term, full-time or part-time positions that may occur while the list remains active. Eligible lists remain active for a minimum of six (6) months.
Disaster Service Workers: All County of Marin employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
