The County of Nevada, California, seeks an Assistant County Clerk-Recorder/Registrar of Voters (Official Title: Assistant County Clerk-Recorder) to lead the activities of the Clerk-Recorder/Registrar of Voters Department, including 10 staff across two divisions and two budgets totaling approximately $5 million. This at-will role is an exciting opportunity to serve the elected County Clerk-Recorder/Registrar of Voters in kickstarting innovative new practices while also serving as a key resource for the County. This collaborative leader will work on a variety of exciting initiatives, such as testing new statewide voter registration database management systems and getting the Department more connected with the community by attending events and increasing visibility and engagement. They will balance overseeing the records management aspect of this role with elections-based tasks, while serving as a people manager, delegating tasks, training staff, and inspiring motivation across the team. They will stay up to date on the latest regulations and laws to protect the integrity of both the recording and election processes. THE JOB

The Assistant County Clerk-Recorder/Registrar of Voters (Assistant) is an at-will position that will serve the elected County Clerk-Recorder/Registrar of Voters in overseeing all the activities of the Clerk-Recorder/Registrar of Voters Department. The Assistant County Clerk will serve as a leader to staff, delegating responsibilities, providing development opportunities, and hiring up to 60 temporary staff during election preparations. They will actively work alongside staff to complete key election tasks, such as selecting vote centers, designing/publishing voter materials and mailings, conducting official canvass audits, and overseeing regular evaluations of election operations to identify, prioritize, and implement improvements as part of an annual program improvement plan. When challenges arise, the Assistant troubleshoots and produces solutions that are feasible, efficient, and compliant with current law. In addition, they are the primary contact for local municipal, school, and special districts as well as voters and candidates seeking information on both recording and election law and procedure. The Assistant will also support the Clerk-Recorder in developing the Department’s budget and sharing it with the Board of Supervisors.

They will exhibit strong written and verbal communication skills, using them to navigate a variety of situations with political savvy and tact, and develop positive relationships with a variety of stakeholders, agencies, vendors, media, boards and commissions, and legislative bodies. Demonstrating collaborative leadership is essential in this role, as is providing learning and development opportunities for staff. The successful candidate will possess strategic planning skills to lead the department through significant change and promote a culture of inclusion, learning, and excellence. They will have unshakable ethics and integrity, as this role works with highly sensitive information and processes. Someone who has extensive experience motivating successful teams in a public sector environment is highly desirable for this role.

EMPLOYMENT STANDARDS

  • Bachelor’s degree from an accredited college or university in public or business administration or a related field.
  • Four years of increasingly responsible experience involving activities similar to a County Clerk Recorders’ office, including at least two years demonstrating management responsibility and supervision of professional and/or technical staff.
  • Possession of a valid California driver’s license within 30 days of hire.

Desired:

  • Certification as a California Professional Election Administrator.

SALARY AND BENEFITS

An annual salary of $111,812 – $136,500 DOE/DOQ, plus a generous benefits package.
