The County of Tehama is seeking a Senior Civil Engineer and Civil Engineer to join their Engineering Division within the Public Works Department (PWD)! The Senior Civil Engineer will oversee an approximate budget of $15 million and a direct staff of six as they carry out complex civil engineering projects. They will work closely with various stakeholders including County officials, external agencies, and the community to ensure project compliance with federal, state, and local regulations. THE DEPARTMENT
The Public Works Department plays a crucial role in maintaining and enhancing the County’s infrastructure and services. With 76 staff and an approximate budget of $25 million, the County’s dedicated professionals work across seven specialized branches to ensure streamlined operation and upkeep of public facilities. The Department’s mission is to provide high quality services, products and protection of County infrastructure through design, construction and maintenance in an efficient, effective and safe manner for the people of Tehama County.
THE ENGINEERING DIVISION
The Engineering Division performs construction plan examination, verifying land development projects for consistency with state and local regulations, and reviewing proposed projects to provide conditions of approval. It also collaborates with the surveying team and operations to prioritize significant projects. The Division has six staff members as it serves to upgrade and maintain the County’s infrastructure and services.

Highway Safety Improvement Program (HSIP): Install splitter-islands on minor road approaches, remove current pavement markings, and upgrade intersection pavement markings including a slurry seal.
Sacramento River Feasibility Assessment: Determine repairs or replacements for bridges over the Sacramento River.
Roadway and Roundabout Improvement Projects: Improve traffic controls, enhance bicycle and pedestrian facilities, and install a roundabout at the I-5 and South Mainstreet interchange.
THE JOBS & IDEAL CANDIDATES
The Senior Civil Engineer position is designed for a dynamic leader with a strong engineering background, proven expertise in operational improvement, and exceptional management abilities. This role involves overseeing an approximate budget of $15 million and a direct staff of six as they carry out complex civil engineering projects within the PWD. This professional will ensure project compliance with County policies and prepare detailed cost estimates and reports. Responsibilities include evaluating and recommending improvements, handling consultant requests for proposals (RFPs) and contract administration, and securing funding from Federal and State sources. They will perform intricate engineering designs, provide consultation, resolve issues, and communicate effectively with various stakeholders. Knowledge of public works project planning, budget management, and policy development is essential.
The Civil Engineer
The Civil Engineer position oversees the planning, designing, and inspecting for various phases of public works construction projects, including defining project scopes and conducting surveys and engineering analyses. The role involves preparing construction plans, contract specifications, and design calculations. Responsibilities include drafting site plans using specialized software and coordinating construction schedules with agencies. The Civil Engineer will keep supervisors informed of work progress by providing regular updates, detailed reports, and timely notifications of any issues or delays, ensuring that project goals are met.
Both candidates are seasoned professionals with a deep understanding of civil engineering principles. They will have experience with design and construction management, ensuring compliance with regulations and budget restraints. Essential technical skills include expertise with Caltrans policies and procedures, experience with CAD and roadway design, and a solid understanding of traffic engineering and bridge construction. The ideal candidates will possess strong communication skills, effective leadership, problem solving, and foster collaboration in a positive workplace environment. They will excel in liaising with vendors, contractors, and staff at all levels, combining technical leadership with the ability to take initiative, think critically, and follow through on tasks.
EMPLOYMENT STANDARDS
Senior Civil Engineer: Minimum Qualifications
Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:
Education: Bachelor’s Degree with major coursework in civil engineering or a related engineering field.
Experience: Five (5) years of professional engineering design, plan review, and project administration experience, preferably in a public agency setting, including two (2) years of lead or supervisory experience.
Certifications: Possession of registration of Professional Engineer License in the State of California.Valid California Driver’s License upon appointment.
Civil Engineer: Minimum Qualifications
- Education: Bachelor’s Degree with major coursework in civil engineering or a related technical field.
- Experience: Three (3) years of professional engineering design, plan review, and project administration experience, preferably in a public agency setting. Other combinations of education and experience may be considered.
- Certifications: Possession of registration of Professional Engineer License within the United States. Must obtain a registered Professional Engineer License issued by the State of California within one (1) year from date of hire.
- Valid California Driver’s License within one (1) year from date of hire.
Highly Desired for Both Positions:
- Experience: Proficiency in understanding Caltrans regulations and working with external agencies.
- Applications: Certified in CAD design and additional applications typical for civil engineering.
- Knowledge: Bridge maintenance and design and/or traffic engineering.
SALARY AND BENEFITS
Senior Civil Engineer – Annual Salary: $98,238 – $119,413 DOE/DOQ
Civil Engineer – Annual Salary: $84,718 – $102,960 DOE/DOQ
Both positions will receive a 3% Salary Increase in June 2025.
PLUS, both positions will receive a generous benefits package that includes:

- RETIREMENT: CalPERS 2% @ 55 for “Classic” members and 2% @ 62 for new members as defined by PEPRA. Subject to employee contribution. The County also participates in Social Security.
- MEDICAL, DENTAL, VISION, & LIFE BENEFITS: 80% of group health coverage plan premiums for employees and their eligible dependents. The current employee rate is $225.42/month and $234.54 as of January 1, 2025. 80% of the premium for a $30,000 life insurance plan for the employee is paid for by the County; supplemental options available.
- DEFERRED COMPENSATION: A deferred compensation retirement savings plan is available to employees with a contribution match of $60/month from the County.
- EMPLOYEE ASSISTANCE PROGRAM: No cost program for employee health and wellbeing through ACI – including three free counseling sessions per family member per year.
- SICK LEAVE: 96 hours of paid sick leave.
- BEREAVEMENT LEAVE: Up to 24 hours of leave for an eligible family member per occurrence.
- VACATION: 96 hours of paid vacation; increases with additional years of service.
- HOLIDAYS: 14 paid holidays annually, PLUS one eight-hour personal holiday.
- PARENTAL LEAVE: After one year of continuous Tehama County employment, Joint Council employees are eligible to receive 40 hours of parental leave for the birth or adoption of their child.
