THE POSITION

Please note: An additional salary increase of 5% will be effective 7/1/2023.

The current vacancy is in the Wastewater Division of the Public Works Department.

THE POSITION: These are multi-divisional classifications, and the positions may be hired for different divisions in different departments.  Engineer I: Under general supervision, performs entrance-level professional civil engineering work in connection with surveying, designing, construction, and maintenance of Public Works projects and surface water and groundwater projects; and performs other work as required. Engineer II: Under supervision, this class performs work of average difficulty involving technical and professional work making design layouts, engineering calculations, and miscellaneous studies in the City Engineering Department; work involves the preparation of design layouts, sketched details for construction work, and the performing of engineering calculations for areas, loads, stresses, flows, and other technical criteria; tasks include the inspection of construction or maintenance work on public streets and other facilities; work is performed under the general supervision of an advanced engineering position that reviews accomplishments through conferences and inspections; and performs other work as required.

REPRESENTATIVE DUTIES

Engineer I:  Coordinates with a survey crew in making preliminary surveys for City water projects; Prepares plans, specifications, contract documents, and cost estimates for the design and construction of storm drains, hydraulic structures, street improvements and wastewater treatment facilities, hydraulic structures, river weirs, canals, canal head gates, levees, pipelines, and ground-water facilities; Prepares contracts and specifications for designs; Conducts traffic studies and analyzes traffic characteristics and volume; Prepares cost estimates for design projects; Prepares environmental evaluations and documentations for water and other design projects; Writes letters pertaining to the construction of City projects; Carries out inspection of street maintenance work and minor construction projects; Answers counter inquiries and give out information; Calculates and records field data from river and canal measuring stations; Assists in maintaining Kern River Central Records system; Checks complaints from public, water districts, and water consumers; Additional Duties for Engineer II: Executes original design layouts from sketched details for incorporation in completed construction drawings; Performs engineering calculations to determine measurements and areas of ground, loads, and stresses of structures, and gradients and flows of pipes; Directs or carries out inspections of construction, maintenance, and repair operations in public streets and alleys, sewers, and other public facilities; Supervises survey parties; collects field’s data for a variety of construction and maintenance projects; Performs or checks routine quantity calculations and makes or checks engineering estimates.                         For a full job description, please click here:   Engineer IEngineer II

MINIMUM QUALIFICATIONS

MINIMUM QUALIFICATIONS:  Applications will be accepted only from those applicants who clearly and completely demonstrate on the COMPLETED City Application, Supplemental Questionnaire, Resume, and Certificate(s) that they meet the below requirements:
Engineer I:

  • Graduation from an accredited college with a degree in Engineering; OR
  • Possession of a valid certificate as an Engineer in Training by the California State Board of Registration for Civil and Professional Engineers may be substituted for the required education. A copy of the EIT certificate must be turned in with the application and resume by the filing deadline for the application to be accepted

Engineer II:

  • Graduation from an accredited college or university with a degree in civil engineering; AND
  • Engineer in Training (EIT); AND
  • Minimum one year experience in the practice of civil engineering; OR
  • Possession of a valid Engineer-in-Training Certificate from the California State Board of Registration for Professional Engineers; AND
  • Minimum two years’ experience in the practice of civil engineering

Both the I and II positions must meet the following:

  • Possession of a valid Class “C” California driver’s license

Highly Desirable:

  • Experience working in a wastewater treatment plant and possession of a valid Wastewater Operator Certificate issued by the California State Water Resources Control Board.

EXAMINATION (Weighted 100%) (Tentative) The method of examination may include one or more of the following: written exam; oral exam; evaluation of education, training, experience or other qualifications as shown by the application; or by other information submitted, or by the record; questionnaires submitted to references; or any other appropriate measure of fitness. A minimum passing score of 70% is required.  NOTE: Admission to the Examination may be limited to those applicants who demonstrate the best combination of qualifications. Applicants possessing the minimum qualifications are not guaranteed admittance to the Examination.
