Salary range: $98,893 to $146,856 (COLA anticipated)

The Housing Authority of the County of Alameda (HACA) is seeking a Procurement & Purchasing Manager to lead agency-wide procurement activities that support affordable housing and essential services across Alameda County.

The Opportunity
Reporting to the Finance Director, the Procurement & Purchasing Manager plays a key leadership role, overseeing competitive solicitations, contract development, compliance, and vendor outreach. This is a hands-on, strategic position for a seasoned procurement professional who thrives in a collaborative, service-oriented environment.

Key Responsibilities

• Lead and manage RFPs, bids, and contract award processes
• Draft, negotiate, and administer contracts and amendments
• Ensure compliance with HUD regulations and California Public Contract Code
• Partner with leadership to identify procurement strategies and solutions
• Conduct outreach to small, local, women- and minority-owned businesses
• Supervise procurement support staff and improve policies and procedures

Ideal Candidate

• Experienced public-sector procurement professional with a strategic mindset
• Strong knowledge of competitive bidding, negotiations, and compliance
• Effective communicator and collaborative business partner
• Organized, adaptable, and results-oriented leader
• Experience supervising staff in a unionized environment preferred

Qualifications

• Bachelor’s degree in public administration, business administration, or related field
• Five (5) years of professional purchasing/procurement experience at the management level
• Master’s degree and HUD procurement experience desirable
