In addition to the great salary and benefits, and the ability to work with other innovative executives, the incumbent will serve as a member of the City Manager’s Staff, and perform complex and sensitive administrative (and confidential) work on programs with city-wide implications. Incumbents in this management level classification will create and participate in the development of administrative tools supporting citywide operations. The incumbent will exercise independent judgment, and a high degree of interpersonal, customer service, and public relations skills particularly when representing the City with other agencies, boards, and committees.

About the position: Under general direction, plans, organizes, and provides direction and oversight for Human Resources Division functions including classification and compensation, recruitment, selection, employee benefits, wellness and engagement programs, workers’ compensation and safety, labor and employee relations, training, learning and organizational development. The Human Resources Manager provides highly responsible and complex Human Resources support to City Management. This position reports directly to the Assistant City Manager who serves as the City’s Personnel Administrator. San Pablo is a small City with a wide variety in workload – candidate must also be able to work at an Analyst level.

Experience and Training: An ideal candidate must have demonstrated expertise in provide responsible professional, administrative Human Resources experience. Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: five (5) years of relevant work experience, preferably in the Human Resource Management area. Local government experience is highly desirable, and equivalent to a Bachelor’s degree in Business Administration, Industrial Relations, Organizational Studies or related field.

Required license and certificate: Possession and maintenance of a valid California Driver’s License.
