The City and Community
The City of Union City is a small, culturally diverse, and tight-knit community of approximately 70,000 residents located on the eastern shore of the San Francisco Bay. Eighteen square miles in area, the community’s neighborhoods offer a mix of affordable and upscale homes. The transit-oriented Station District, located around the Union City BART station, boasts housing and business development opportunities with easy, convenient access to major public transit running throughout the Bay Area. The City also has many wonderful parks, sports fields, community centers, and a variety of recreation programs and social services for residents of all ages.
Union City provides a full range of services within six departments: the City Manager’s Office, Police, Public Works, Finance, Economic/Community Development, and Community & Recreation Services. Fire suppression and emergency medical services are provided to the City under a contract agreement with Alameda County Fire Department. The City also operates a transit and paratransit bus system that is coordinated with the services of other transit providers. City staff manage a franchise for solid waste disposal, recycling, cable television, and gas and electric services. Other services delivered within the City’s boundaries, such as water, wastewater treatment, education, libraries, regional parks, and flood and vector control are provided by other government agencies directly to residents or under contract with the City.
The City operations with a council-manager form of government. The Mayor and City Council form the legislative body that represents the community. The Mayor is elected at-large and was reelected in November 2020 for a final term. All elected officials may serve for up to three consecutive four-year terms. The City Council is responsible for hiring both the City Manager and City Attorney and approving appointments of department heads and nominees to advisory commissions and committees.
The FY 2021-22 all-funds budget is approximately $136 million including a General Fund of almost $72 million. The City’s workforce is comprised of 323 permanent full-time employees.
The Deputy City Manager (DCM) joins the City Manager’s leadership team and will be instrumental in helping the City Manager achieve short- and long-term goals for the City. There are several large projects occurring internally and within the Union City community. For example, the City is implementing a five year plan to significantly upgrade information technology beginning with finance and human resources and later expanding to community development. The City’s Strategic Plan details priorities for the City through FY 2024-2025 and emphasizes goals related to fiscal sustainability, organizational stability and growth, and economic development.
While the exact portfolio of responsibilities for the Deputy City Manager will be determined based on the experience of the successful candidate, a summary of likely responsibilities is listed below:
- Supporting daily City operations;
- Leading special projects and initiatives;
- Developing Citywide policies, procedures, and programs;
- Leading community engagement efforts; and
- Providing support to the City Council.
The DCM role will be supported by two staff analysts and is expected to work collaboratively with other executive leaders and with the department heads.
Seasoned local government professional with experience in California municipalities.

Collaborative leader who will excel in a flat organizational structure and works to seek consensus with leadership team members.
Education Equivalent to graduation from a four-year college with major course work in public or business administration or a related field.
Experience Substantial administrative or management support experience which includes at least three years in an executive leadership position and five years of municipal experience.
Salary and Compensation
The salary range for this position is $196,596 to $235,800 annually, dependent upon qualifications. A comprehensive list of benefits is available on the City website and are summarized below.
- Retirement: CalPERS Classic employees participating with a 2% @60 years of age or 2% @62 for new members (PEPRA). There are no Social Security deductions (except 1.45% Medicare).
- Medical: The City provides the employee up to $2,000 per month for medical, dental and vision premiums. CalPERS health program.
- Life Insurance: New York Life (formerly Cigna Life Insurance); $100,000 coverage, the City pays.
- Long-term and Short-Term Disability: New York Life; employee pays.
- Vacation: Accrual of 80 hours annually.
- Holidays: 11 holidays and 27 floating hours per year.
- Administrative Leave: The City will provide the employee with 160 hours of administrative leave at the beginning of each fiscal year (prorated based on hire date).
- Sick Leave: Accrual of 96 hours annually.
- Deferred Compensation Plan: The City contributes $100/month into a 401(a) tax-deferred plan on behalf of the employee. A 457 Deferred Comp Plan is also available on a voluntary basis.
- Calgoveba: The City contributes $200/month
- Work Schedule: The City operates on a 9/80 schedule.
- Employee Assistance Program: The City provides an EAP.
