The Agency
Located in Walnut Creek, California, the Contra Costa Transportation Authority (CCTA), plans and delivers critical transportation infrastructure projects and innovative mobility programs that connect communities, foster a strong economy, increase sustainability, and safely and efficiently get people where they need to go. Working with experts and industry partners, CCTA is reimagining transportation in Contra Costa County to deliver the best, most state-of-the-art mobility options that will save time, money, and hassle for residents and visitors alike.

With a staff of approximately 20 people managing a multi-billion-dollar suite of projects and programs, CCTA serves Contra Costa County and its 19 cities and towns in San Francisco’s East Bay Area. The County covers approximately 733 square miles and has 1.1 million people.

The region’s landscape includes many protected natural areas including bayside areas, inland valleys, and the majestic Mount Diablo, which reaches an elevation of 3,864 feet. The CCTA Board is comprised of fourteen members: eight elected officials appointed by each of the four sub-regional transportation planning committees, two elected County officials appointed by the Board of Supervisors, one elected official appointed by the Contra Costa Conference of Mayors, and three non-voting Ex-Officio Representatives appointed by the Metropolitan Transportation Commission, Bay Area Rapid Transit, and rotating among the Bus Transit Operators in Contra Costa County. The Executive Director is appointed by the CCTA Board and runs the day-to-day operations.

CCTA is a successful leader in transportation innovation, which has generated funding for local improvements. It has a track record of executing projects and strengthening transportation in Contra Costa County. CCTA was originally formed to manage the funds from the half-cent transportation sales tax that Contra Costa County voters enacted in 1988, and to oversee the implementation of the “Measure C Expenditure Plan (as amended)”. In 2004, the sales tax was renewed for an additional 25 years (beginning on April 1, 2009 through 2034), and a new expenditure plan, the “Measure J Expenditure Plan (as amended, November 7, 2011)” was adopted.

As Contra Costa County’s transportation sales tax agency, CCTA oversees the design and construction of the transportation projects included in the Expenditure Plans, carries out the programs in the Expenditure Plans, most notably, the County’s Growth Management Program, and provides the financial structure that ensures the optimum use of the sales tax dollars as intended by the voters.

CCTA works as a highly collaborative and communicative regional partner and is nationally and internationally recognized for its innovation and effectiveness. The Opportunity
The Director, Mobility Programs is responsible for the oversight and Authority-level management of several mobility programs funded and managed by CCTA. The Authority’s funding is frequently combined with other sources to accomplish sponsors’ operating and service objectives. The Director, Mobility Programs will work in collaboration with other government agencies, public and private transit operators, private sector, innovative mobility suppliers, and interested parties to facilitate the development of financial and operational plans, organizational and institutional arrangements, and management approach. The Director, Mobility Programs reports directly to the Executive Director.

The Director, Mobility Programs will be responsible for overseeing the following:

  • Integrated and Connected Mobility: develop and implement a countywide
  • Integrated Transit Plan to advance strategic coordination among bus transit operators; identify creative strategies to improve the overall passenger experience including rail, ferry, bus, and emerging transit opportunities.
  • Mobility-on-Demand (MOD): develop and implement MOD applications and strategies, such as the deployment of Mobility-as-a Service mobility options.
  • Program Management: work collaboratively with Regional Transportation Planning Committees regarding funding applications. Ability to identify performance outcomes, collect data, and visualize data in a meaningful way for staff, Board, and public consumption.
  • Program Monitoring and Grant Management: monitor the implementation of grants within the assigned programs, including periodic reports and supporting advisory groups.
  • Transportation Demand Management Programs: provide strategic oversight of programs that reduce congestion, improve air quality, and improve transportation system safety by coordinating with partner agencies; develop allocation policy recommendations and monitoring implementation.
  • Accessible Transportation Programs: support the Board’s direction to create and maintain a coordinated person-centered accessible transportation system for individuals with mobility challenges by implementing the Accessible Transportation Strategic Plan.
  • Regional Coordination: monitor and facilitate Local Transit Operators, Metropolitan Transportation Commission, Bay Area County Transportation Agencies, and state programs, and work regionally with other Congestion Management Agencies.
  • Lead the Authority’s endeavor to promote and support Electric Vehicle adoption for light and heavy-duty vehicles
  • Assistance to the Executive Director: provide strategic and technical support.

Education and Experience
An undergraduate degree from an accredited college or university in transportation planning, civil or transportation engineering, public administration, or a related field. A Master’s degree in Business Administration or similar advanced degree is desirable.

Five years of increasingly responsible experience in working with transit operators, mobility providers, and/or programming is required. Experience with both public and private mobility providers, Transportation Network Companies such as Uber and Lyft, startups, etc. is desirable.

Salary and Benefits
Depending on qualifications, the salary range is $160,560 to $216,889 annually as of July 1, 2022. CCTA provides an annual adjustment based on the Consumer Price Index and regularly performs compensation studies to ensure compensation rates remain competitive.

CCTA has transitioned to a flexible, hybrid work schedule. Employees must attend monthly all-staff and department meetings, as well as public meetings associated with the duties of the position in person. A hybrid work schedule is subject to the Flexible Worksite Policy.
