This position will receive a 4% Cost of Living Allowance increase effective July 1, 2023 and another 5% effective July 1, 2024. The City also contributes 1% into a deferred compensation plan. This position works a 9.5 hour work schedule Monday – Thursday with every Friday off.

DEFINITION Plans, directs, and coordinates the City’s public works functions, including citywide maintenance, engineering, parks and medians, streets, and utility divisions as well as the City’s Capital Improvement Plan program and recreation functions, including health and wellness, facility operations, special events, and youth and family services divisions, and; implements policies and establishes procedures related to departmental operations; develops and administers departmental budgets; establishes and maintains liaison to the public. Participates as a member of the Executive Management Team and does related work as required.

SUPERVISION RECEIVED AND EXERCISED Receives administrative and general policy direction from the City Manager. The work provides a wide variety of independent decision-making within legal and general policy and regulatory guidelines. Exercises general direction and supervision over professional, technical, and clerical staff through subordinate levels of supervision. This classification is an “at will” position that is a member of the management employees who serve at the discretion of the City Manager.

CLASS CHARACTERISTICS This department head classification oversees, directs, and participates in all activities of the Community Services Department, including all public works and recreation divisions. This classification regularly interacts with the City Manager, City Council, and departmental representatives in obtaining and coordinating projects and information. Successful performance of the work requires knowledge of public policy, municipal functions and activities, and the ability to develop, oversee, and implement projects and programs in various areas. Responsibilities include coordinating the activities of the department with those of other departments and agencies, as well as managing and overseeing the complex and varied functions of the department. The incumbent is accountable for accomplishing departmental planning and operational goals and objectives and furthering City goals and objectives within general policy guidelines.

  • Develops, directs, and coordinates the implementation of goals, objectives, policies, procedures, and work standards for the Community Services Department; establishes appropriate service and staffing levels.


  • Provides for the selection, training, professional development, and work evaluation of department staff; authorizes discipline as required; provides policy guidance and interpretation for staff.


  • Contributes to the overall quality of the department’s service by developing, reviewing, and implementing policies and procedures to meet legal requirements and City needs; monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors the distribution of work, support systems, and internal reporting relationships; identifies opportunities or improvements; directs the implementation of change.


  • Directs and participates in the development and implementation of engineering and public works goals, objectives, policies, and procedures as well as the City’s Capital Improvement Plan; plans, directs, and reviews all public works engineering activities, including all phases of design, surveying, and inspection; plans, directs, and reviews transportation and traffic engineering activities; oversees and directs the operation and maintenance of the municipal water utility, and all public works maintenance functions.


  • Confers with and advises contracted and supervisory staff of problems related to the design and construction of public works systems, the interpretation and enforcement of construction specification, and the design and operation of traffic systems; reviews plans, engineering reports, estimates, and proposed ordinances and makes recommendations; reviews and signs plans for public works improvements.


  • Prepares and administers departmental and Capital Improvement Plan budgets; administers or directs the administration of grant-funded services and contractual agreements related to departmental activities; ensures that services are provided in accordance with contract terms.


  • Plans, directs, and coordinates recreation activities and services; develops procedures to conduct activities and services; ensures that activities and services are conducted in accordance with related laws, ordinances, rules, and regulations; develops comprehensive plans to satisfy future needs for departmental services; prepares grant proposals and develops funding sources for recreation programs and facili­ties.


  • Receives and investigates citizen complaints and requests; determines and ensures appropriate disposition; monitors work completed in response to concerns forwarded by City Manager or City Council; investigates and reports on matters related to claims made against the City.


  • Advises and otherwise provides assistance to the City Manager, the City Council, advisory boards and commissions, other City personnel, other agencies, and the public regarding community services issues.


  • Represents the City, or delegates such authority, in relations with the community, advisory committees, local, county, state, and federal agencies, and professional organizations.


  • May act as City Manager in the City Manager’s absence.
