The Position

Under direction of the Director of Finance Services, the Senior Advisor provides procurement services to solve a broad range of complex buying and purchasing problems for local government partner agencies as a member of the Finance Services team.

Responsibilities include managing procurement operations for a wide variety and types of public agencies; performing complex professional, administrative, and technical buying and purchasing functions necessary to maintain the procurement records and systems for local governments; advising public agency staff regarding procurement efforts; planning, organizing, and directing procurement operations.

QUALIFICATIONS:

Education and Experience – Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:

  • A bachelor’s degree from an accredited four-year college or university, preferably with a major in accounting, business, or public administration.
  • Emphasis in accounting or finance is desirable.
  • Five years of progressively responsible experience in contract development, contract administration, and purchasing, for a wide variety of services and/or materials within a public agency.
  • Willing to consider non-public agency experience.

APPLICATION PROCESS AND SELECTION PROCEDURE:

Appraisal Process – (Pass/Fail) After the closing deadline, applications will be screened in relation to the criteria indicated in this announcement.

This process may also include various interviews and/or a skills assessment exam to rank applications, and to prepare a Qualified Candidate List.

Application – Minimum Qualification Assessment – (Pass/Fail) All completed applications and supplemental questionnaires will be reviewed and assessed for each applicant’s ability to meet the minimum work experience, training, and education qualifications.

Remote Screen Interview Exam – (Pass/Fail) Candidates who pass the application assessment will be invited to a Remote Screen Interview Examination to evaluate training, experience, and other job-related qualifications for the position.  The Remote Screen Interview will be conducted via a video conference platform and is tentatively scheduled to take place at the end of September 2024.

Successful qualified candidates will be submitted to RGS for further consideration.
