The Sacramento Public Library Authority (SPLA) seeks a Human Resources (HR) Manager II to oversee the core transactional activities of the HR Department, with a primary focus on labor relations and HR compliance issues. This leader will report to the Library Director & CEO, while working in tandem to restructure the HR Department and determine their level of staff oversight. They will have a strong understanding of the principles, practices, and techniques of public sector collective bargaining under the Meyers-Milias-Brown Act, in addition to personnel/HR administration, employee relations, recruitment, classification and compensation, labor relations, progressive discipline, Civil Service employment, ADA/interactive process, FMLA, FLSA, EEO compliance, and training and development. They will also have a background in working with unions and negotiating labor contracts. The HR Manager II will work on different focus areas than SPLA’s HR Manager I, but they will provide guidance, mentorship, collaboration, and oversight to encourage professional development and to ensure compliance within the Department and organization. THE DEPARTMENT & THE JOB

The Human Resources (HR) Department manages all of SPLA’s HR functions, including labor relations, workers’ compensation, reasonable accommodation, risk management (occupational health and safety), employee leave programs, equity-diversity-inclusion, labor compliance, payroll and benefit services, recruitment and selection, classification and compensation, and organizational development and training. This growing Department currently has seven staff, not including this role, but will undergo a restructuring in the near future.

The HR Manager II oversees a variety of labor relations and HR compliance issues, while serving as a subject matter expert to fellow HR staff and department heads. They will work closely with the Library Director & CEO to make important decisions for the HR Department, such as organizational structure changes and staff oversight responsibilities. They will focus on leading their team in union relations, meet and confer challenges, and contract negotiations. This position also provides oversight for employee benefits administration and return to work, HRIS administration, and compliance, with touchpoints pertaining to payroll and CALPERS. They will be tech-savvy, ensuring the library stays up to date on the latest technologies while also developing effective processes and systems. THE IDEAL CANDIDATE

The ideal candidate does not need to have experience working in a library, but will have labor relations, contract negotiation, employee benefits, and local government experience. They will use a high degree of accuracy, independent judgment, and discretionary decision-making with respect to interpretation of Memorandums of Understanding (MOU), the Employer-Employee Relations Resolution, and Public Employment Relations Board rulings, in addition to SPLA policies and procedures. The successful candidate will enjoy the autonomy this position allows, along with the unique challenges of working with two bargaining units. They will be results-oriented, flexible to change, and customer-service-focused. The next HR Manager II will also have the ability to analyze complex HR issues and use strategic thinking to develop sound and creative solutions. Strong interpersonal skills to establish effective working relationships with department managers, public officials, employees, and their representatives is a must!

EMPLOYMENT STANDARDS

  • Five years of professional experience in Human Resources and Labor relations
  • Bachelor’s degree from an accredited college or university in human resources, labor relations, business administration or closely related field
  • Valid Class C California Driver License and proof of insurance
  • Personal transportation for job-related travel

Desired:

  • Strong experience in local government HR
  • Graduate degree
  • Designation as a Senior Professional in Human Resources Management (SPHR) and/or International Public Management Association Certified Professional in Human Resources (IPMA-CP)
