The Sacramento Suburban Water District (District) is looking for a Safety/Risk Officer (SRO) who will oversee the District’s safety and risk management programs. This experienced professional will report directly to the Operations Manager and work collaboratively across the organization to administer various safety/risk management programs. They will perform complex inspections in the field, ensure regulatory compliance, plan and implement programmatic changes based on evolving rules and regulations, investigate claims, and train all staff in effective safety practices to maintain the District’s excellent culture of workplace safety. Additionally, this professional will actively solve problems and answer questions from staff concerning safety and risk. A strong background in administering workplace safety and/or risk management programs, ideally within a water or utilities agency or another public sector agency, is preferred for this role. THE JOB
The  SRO leads all safety and risk programs for the District. While not directly overseeing a team, this position will be considered a leader in the organization and work collaboratively with Department Managers to ensure that safety and risk programs are successful. In this role, the SRO will take both an immersive and high-level focus on workplace safety – simultaneously working to manage risk in the field while seeking opportunities for improved safety for the entire District. Their work includes strategic planning and program development, interagency cooperation, workforce training and development, tracking and interpreting relevant rules and regulations, and managing safety inspections and corrective actions.

This role relies upon a strong partnership with the HR Department to execute risk management strategies, as well as programs like workers’ compensation, and will also work closely with Environmental Compliance and Engineering to provide safety consulting as needed. The SRO should be eager to spend at least 25% of their time in the field, working directly with Operations staff to ensure a strong safety culture.

THE IDEAL CANDIDATE

The ideal candidate will leverage strong industry knowledge in the areas of both risk and safety, with exceptional interpersonal skills. They should be an influential and flexible collaborator with other District staff, capable of communicating effectively with outside vendors, and a confident authority on risk management for the District’s Board of Directors. They will demonstrate a high level of emotional intelligence and humility and should be comfortable managing conflict. They should be comfortable acting as a guide for all District staff in the areas of both safety and risk – answering questions, providing resources, conducting training, and instilling a safety-first mindset. The ideal SRO is cool under pressure and handles complex investigations with ease. They will be a proactive leader and problem solver, seeking new opportunities to collaborate and expand their influence in the District and the region.

MINIMUM QUALIFICATIONS

  • Experience: Five (5) years of increasingly responsible operations or safety and risk management experience.
  • Education: Bachelor’s degree from an accredited college or university with major course work in Industrial Engineering, Safety Engineering, Occupational Safety and Health, or another related field. Two years of additional qualifying experience, AND an Associate of Arts degree in business, public administration, or a closely related field may substitute for the bachelor’s degree.
  • Valid California Driver’s License: Issued by the California Department of Motor Vehicles and proof of good driving record as evidenced by freedom from multiple or serious traffic violations or accidents for at least two (2) years duration.
    • The driving record will not contribute to an increase in the District’s automobile insurance rates.
    • Individuals who do not meet this requirement due to a physical disability will be considered for accommodation on a case-by-case basis.
  • Safety Certification: Possession and maintenance of a safety-related certification such as CHSM (Certified Health and Safety Manager), SFC (Safety Foundations Certificate), SAC (Safety Associate Certificate), CSHO (Certified Safety and Health Official) or equivalent certification, or ability to obtain one of the above or other designated safety-related certification as approved by the GM or designee within 2 years of employment.

SALARY AND BENEFITS: Annual salary of $96,102 – $137,289 DOE/DOQ and an attractive benefits package.
