*Per the Head Start Act, this position is subject to a salary cap equal to the Executive Level II salary set by the US Office of Personnel Management. OPM is expected to increase said salary on January 1, 2024.
The Sacramento Employment & Training Agency (SETA), a joint powers agency of the City and County of Sacramento, seeks an Executive Director to lead the organization known as an effective force in connecting people to jobs, business owners to quality employees, education and nutrition to children, assistance to refugees, and hope to many Sacramento area residents. Appointed by SETA’s Governing Board, and under the general direction of the Sacramento City Manager and Sacramento County Executive Officer, the Executive Director will oversee the development and administration of the operations and activities of SETA, including 5-7 direct and approximately 600 indirect agency staff, and an approximate budget of $127 million. This role requires excellent leadership skills, as the successful candidate will also serve as the County’s Director on the Sacramento Works Board. The next Executive Director will expand and improve SETA’s programs and effectively navigate political environments with multiple stakeholders and be a collaborative, communicative, and organized leader. THE JOB
The Executive Director of SETA will serve as a visionary leader for the Agency. This individual is responsible for coordinating and expanding various programs, ensuring team members meet desirable outcomes and providing excellence in service to our community. They will ensure SETA continues its excellent reputation while remaining compliant with federal requirements and obligations. This job requires candidates to be financially savvy with strong organizational development, management, and leadership skills to effectively oversee agency staff and budget. The Executive Director is appointed by SETA’s Governing Board and is under the general direction of the Board, with a daily reporting relationship to the City Manager and County Executive Officer of the City and County of Sacramento, respectively. They must be able to produce desired reports, analyze statistical data, and assess program and staff performance. The successful candidate will have a background of increasingly responsible professional experience, with several years of management-level administrative, supervisory, or project management responsibilities. Being able to implement policies, procedures, and strategic plans is essential for this role, as is implementing innovative change. The Executive Director will demonstrate a strong understanding of social and economic community challenges to effectively address the needs of low-income and high-risk populations. This Director will also oversee grant writing and serve as a key representative and face of the organization.
THE IDEAL CANDIDATE
The ideal candidate will have extensive, in-depth management experience in the provision of human and social services. They must be an excellent collaborator and relationship builder and value and demonstrate inclusivity. They will also facilitate partnerships and be a liaison between stakeholders, staff, the community, the City and County of Sacramento, and Board members. This individual will demonstrate excellent public speaking and written and verbal communication skills, while they present and communicate with key stakeholders. The selected candidate must address issues with poise and diplomacy, while also using their creative thinking skills to produce solutions. Having a passion for public service is important for this role, as the SETA team is a mission-driven and dedicated group of professionals. Along with the administrative aspects of this role, the ideal candidate will need a public relations mindset, ensuring the Agency garners respect and trust from employers and employees alike. Through marketing and communications techniques, this individual will help community members and stakeholders understand and support the social services the Agency provides.
MINIMUM QUALIFICATIONS:
· Education: A bachelor’s degree or higher from an accredited college or university in business or public administration, accounting, economics, sociology, government, or a related field.
· Experience: A typical way to meet this requirement would be eight years of broad management experience, including extensive supervisory and administrative responsibility.
Desired:
· Education: A master’s degree.
· Experience: Public agency management experience in Human Services and/or Social Service administration, including financial management.
Salary and Benefits: Total compensation of $150,000 – $203,700 DOE/DOQ*, including a generous negotiable benefits package
