The Sacramento Employment & Training Agency (SETA), a joint powers agency of the City and County of Sacramento, seeks a Fiscal Department Chief (Chief) to oversee the Fiscal Services Department. SETA is an organization known in the community for connecting people to jobs, business owners to quality employees, education and nutrition to children, assistance to refugees, and hope to many Sacramento-area residents. This leader will report to the Deputy Director of Administrative Services while planning, developing, and overseeing a variety of fiscal services, such as accounting, auditing, payroll, purchasing and systems accounting, grant funding, program budgets, and fiscal monitoring systems. They will oversee 15 staff, including two direct reports, and will work closely with SETA’s Deputy Directors, Executive Director, and Executive Leadership team to collaboratively manage the organization’s budget of approximately $115 million. This Chief will be managing incoming funding, working closely with program staff to develop program budgets.

THE DEPARTMENT & JOB
The Fiscal Services Department oversees all the financial operations of SETA, including accounts payable, payroll, accounts receivable, purchasing, financial reporting, budgeting, auditing, and grant administration. The Department includes 15 dedicated staff who manage an approximate budget of $115 million with 100% of the agency’s budget funded through grants.
The Chief will oversee the budget, staff, and operations of the Fiscal Services Department while reporting to the Deputy Director of Administrative Services. This solutions-focused leader will have public agency experience working in financial operations, which include accounts payable, payroll, accounts receivable, purchasing, financial reporting, budgeting, auditing, and grant administration. They will work with all levels of staff throughout the organization and government leaders, requiring candidates to be effective communicators, personable, and inclusive. They must be able to present and lead in various settings as well. This role involves implementing comprehensive fiscal program infrastructure for SETA, while also developing department and agency-wide policies and procedures. The Chief will have highly technical duties, such as arranging outside audits, overseeing fiscal monitoring activities, and preparing budgets. They will also have more people-management-oriented tasks, such as developing staff and delegating work. This position is a key driver at helping to support the implementation of all programs and future growth of the organization.

MINIMUM QUALIFICATIONS:
Any combination of training and experience which would likely provide the required knowledge and abilities is qualifying. A typical way to obtain this knowledge and abilities would be:
- Advanced degree in finance and accounting; OR
- CPA License; AND
- Five years of increasingly responsible leadership experience in public agency finance; demonstrated experience in supervision and leadership of accounting staff; demonstrated expertise in integrating current information technology programs and tools into the accounting processes.
