West County Wastewater is seeking a Financial Analyst for the Finance Division in the Administrative Services Department. The functions of the Administrative Services Department include; Finance, Human Resources, and Information Technology divisions, and is part of the administrative support for the Infrastructure and Planning and the Water Quality and Resources Recovery departments.

The Finance Division has been on a mission to transform processes, increase efficiency and implement financial practices that put the WCW organization on firm financial footing. Over the last two years, a few examples of the accomplishments include;

  • Transitioning to electronic approvals for financial transactions,
  • Rolling out online-based financial reporting software,
  • Implementing an online procurement solution,
  • Going live with new payroll software.

The ideal candidate is precise, well-organized, and enthusiastic about anything related to finance. They will perform complex financial and accounting tasks, such as the preparation of monthly financial reports, the reconciliation of accounts, performing financial analysis, and ensures that WCW’s financial activities are in compliance with applicable laws, regulations, and policies.

What you will typically be responsible for:

  • Preparing and presenting financial reports
  • Creating and carrying out budgeting policies and procedures in line with all laws, rules, regulations, and industry standards.
  • Planning, directing, and overseeing the entire budget process, including the creation of rates and charges, rate studies, and rate assessments.
  • Analyzes WCW’s processes and providing guidance for improvements to enhance effectiveness and efficiency.
  • Assist with the debt issuing process and ensuring GASB compliance.
  • Overseeing lower-level employees in the financial division and offering direction and leadership to other WCW employees so they can carry out the budget process.

Any combination of experience and training that demonstrates that a person has obtained the required knowledge and can perform the required work (with reasonable accommodation, if needed) will be considered.  A person with the following combined training and experience would typically qualify to compete in a selection process:

Experience: Four years of full-time, professional level, complex financial analysis experience, including short and long-range financial forecasting, rate studies and analysis, budget development, financial analysis, reconciliation, and reporting, preferably with a governmental agency or public utility. An advanced degree in the following fields of study from an accredited college or university: Finance, accounting, economics, mathematics, business administration, or a related field may be substituted for experience.

Education: Possession of a Baccalaureate degree from an accredited college or university in finance, accounting, economics, mathematics, business administration, or a related field. Direct experience in the field of accounting or financial analysis, in addition to the minimum requirement outlined above, may be substituted for a degree on a year-for-year basis.

License or Certificate:
Possession of a valid California driver’s license OR possession of the ability and means to travel on a flexible schedule and the ability to travel between sites as necessary

Selection Process:
1. Application Filing and Evaluation: Applicants must complete a supplemental questionnaire at the time of application; applications will be evaluated to determine which candidates will move forward in the next phase of the recruitment process.
2. Writing Assessment: Candidates that demonstrate that they possess the minimum qualifications will be invited to participate in a writing assessment. Candidates invited to take the online skills assessment will need access to a computer and internet as this test will be conducted remotely. Candidates must achieve a passing score on the writing assessment to participate in the next phase of the selection process, which will consist of any or all the following: oral interview, performance and/or written exercise.
3. Structured Oral Interview: Conducted by a Qualifications Appraisal Panel, which will evaluate candidates in job-related areas.
