The County of Yuba is currently recruiting for 2 vacancies for the position of Business Systems Analyst in the Administrative Services/Information Technology Department. Under general direction, ensures a department’s technological needs are met by analyzing and documenting business processes and providing related application configuration and support; concentrates on the technological needs of the business and the implementation, maintenance, and optimization of technology solutions using a combination of business and technical knowledge; works with business partners to align technology solutions with business strategies; and performs related work as assigned. This is a stand-alone exempt classification.

Geographic Information Systems (GIS): Consults with County departments to define GIS programming needs. Evaluates needs, develops streamlined approaches and programming projects to include priorities, schedules, and programming goals. Develops GIS programs that enable data analysis and map production using ESRI software (ArcGIS, ArcServer, SDE databases), programming and macro languages, and advanced data base setups. Designs and develops tools for displaying or retrieving GIS information from relational databases using modern database utilities. Coordinates with departments to plan, design, and implement procedures that enhance access and responsiveness of GIS applications and services. Identifies, documents, and analyzes work processes for the purpose of automating tasks using GIS technologies. Sets up and administers networked computer workstations for GIS as well as general business applications and data communication. and performs related work as assigned.

Project Management (PM): Works alongside the business leaders and stakeholders of the departments they are assigned to provide communication and collaboration between the department, software vendors, and IT. They will act as a communication conduit between stakeholders and implementation teams to ensure department’s technological and business needs are met by analyzing and documenting business processes and providing related application configuration and support, provide assistance with writing User Acceptance Training (UAT) requirements and act as liaison between stakeholders and vendors during UAT and validation. The PM/BSA plans and allocates resources, assists with preparing budgets, informs stakeholders of status, tasks, milestones, and risks throughout project lifecycles, concentrates on the technological needs of the business and the implementation, maintenance, and optimization of technology solutions using a combination of business and technical knowledge; works with business partners to align technology solutions with business strategies; and performs related work as assigned.

Minimum Qualifications: 

Minimum: Bachelor’s Degree from an accredited college or university with major coursework in Management Information Systems, Computer Science, or related field and three years of programming, software engineer, applications analysis experience or system administration. Candidates with strong experience who lack the degree are encouraged to apply.

Preferred: In addition to the minimum, additional years of experience as defined above and/or experience with the type of business application and computer environment used by the hiring department.

Licenses and Certification: The ability to obtain a valid California Class C driver’s license within ten (10) days of employment; maintain throughout employment.

Work Environment: Generally a typical office environment. May be required to travel to various worksites or locations within the County. Occasionally may be required to travel for meetings or conferences outside normal business hours. System resolution may create non-standard work hours.

HIRING RANGE: $6,641 – $8,634 Monthly + Benefits
