Brian Moura

In honor of the association’s 71st anniversary, MMANC is celebrating the past Presidents that brought MMANC to success all year long. As we continue to recognize our past Presidents and their esteemed careers, it is about time that we highlight Brian Moura, 1983-1984 MMANC President.

Brian joined MMANC while pursuing his Masters in Public Administration. Past Assistant to the City Manager at the City of San Leandro and Assistant City Manager for the City of Alameda, Rob Wonder, recommended he join. Brian started his career interested in law but later realized he had a passion for local government management.

While MMANC President, Brian annexed the Central Valley assistants’ group into MMANC, created MMANC chapters, planned the first retreat on Eucalyptus Island with Wes McClure and Cecil Reilly and started the Honorary and Lifetime Award programs.

“MMANC proved to be an invaluable resource in terms of making connections, networking, and learning about many aspects of local government through the group’s regular meetings, workshops and annual conferences,” said Brian.

Brian’s extensive career within the local government sector has included positions, such as Management Analyst for the Contra Costa County and the City of Hayward, Assistant City Manager for the City of San Carlos and Senior Advisor for the Regional Government Services Authority among many more. Throughout his career, he has accomplished leading an interdepartmental team to develop a $90+ million agreement for Sutter Health’s San Carlos Medical Center, transforming the San Carlos Library into a civic facility, assisting with the City of Half Moon Bay Library project, revitalizing the City of San Carlos’ downtown and commercial districts, earning the City of San Carlos a ‘Best of the Web’ award, arranging a technology partnership with the San Carlos School District and working on a series of road and grade separation projects for the City of Hayward.

“Today, as an ICMA Coach, I always recommend membership in MMANC to aspiring MPA students and local government professionals who are starting their journey in this profession,” Brian added. “I am sure MMANC membership will be as valuable to their career and development as it was for mine.”
