
2025 MMANC Equity Summit
The Municipal Management Association of Northern California (MMANC) is thrilled to announce its annual Equity Summit, taking place on September 22, 2025, at Sacramento State University.
This year’s theme, “Cultivating Hope and Action for a Brighter Future,” underscores MMANC’s unwavering dedication to advancing diversity, equity, inclusion, and belonging (DEIB) within public service. The Equity Summit is a vital opportunity for public service professionals to come together, learn, and collaborate on building a more equitable future for our communities.

MMANC is proud to welcome Leah Rothstein as our keynote speaker for the 2025 MMANC Equity Summit!
Leah is the co-author of Just Action: How to Challenge Segregation Enacted Under the Color of Law, which is gaining recognition for its timely and impactful exploration as to how local communities can challenge segregation and advance equity. She also writes a regular column on these topics, available for free at JustAction.substack.com.
Leah has worked on public policy and community change, from the grassroots to the halls of government, and led research for Alameda County and San Francisco probation departments to reform community corrections with a focus on rehabilitation over punishment. She has also been a consultant to nonprofit housing developers, cities and counties, redevelopment agencies, and private firms on community development and affordable housing policy, practice, and finance. Her policy work is deeply informed by her years as a community organizer and labor organizer, working on critical issues such as housing, environmental justice, workplace safety, and youth leadership.
Leah’s voice is regarded as a crucial follow-up to “The Color of Law, written by Richard Rothstein and she has been featured in numerous discussions and hosted by the Goldman School of public Policy, the Othering and Belonging Institute, and the Berkeley Population Center at UC Berkeley.
We look forward to welcoming Leah to this year’s summit for an inspiring and actionable conversation on advancing equity in our communities!
